ACC 2007 audit report on President’s Office has stated that there were no corruption elements in the intelligence expenditure of MVR 7.2 million between 2002 to 2005, as they had not been able to determine how the cash were used by the two intelligence personnel.
ACC report said that the cash was released on instructions issued by the President’s Executive Secretary and/ or Minister of State for Presidential Affairs or the orders of the President, as proven by the investigation.
Additionally, the report said the cash released to then Commissioner of Police was also released on instructions issued by the President’s Executive Secretary and/ or Minister of State for Presidential Affairs or the orders of the President. The report said the details of the amount and what the cash was used on was clear from the related documentation.
ACC said even though they had not received information on how the cash was released, it was apparent that the cash was used on Police operations including intelligence operations. As such, the documentation regarding these are sensitive in nature and were being destroyed.
ACC said the laws and procedures applicable at that time granted wide discretionary powers to the President and as the cash was used on orders from the President’s Office as proven from the investigation and therefore there were no elements of corruption.
