From Ibn Batuta’s writings it is evident that women in Maldives were topless most of the time.

Even though women didn’t cover above their navels, it cannot be considered as part of Maldivian national identity. Sheikh Ali Zaid said that not covering the awrah as prescribed in Islam will be considered as not respecting the national identity of Maldives. 

Sheikh Zaid also noted that some people think that western attires are part of Maldivian identity now. 

Most Maldivian women now wear Hijab after they have understood what’s prescribed in Islam.
