Who benefitted from the ventilator corruption scandal? Was it the financial controller? Or someone who was instructed by the financial controller? 

Were any bids submitted to the bid committee? Was is the bid committee which chose the supplier? Was it based on the instructions given by the financial controller? 

While there are many procedures to follow when procuring items for the state, it is questionable why the ministry paid millions in advance to a supplier.  Who influenced to do that? 

Doesn’t the form approved by the bid committee requests to do things in accordance with the laws and regulations? 

We had to ask these questions in public because so far we could not get answers for any of these questions.
